It means "Free" to take up work of your choosing, because you're not attached to any one institution/entity. Not that you'll be doing work "almost for free".

Inappropriate and Useless advice . People are free to call themselves whatever they want or like and also clever enough to use that to their advantage. Anyways , let the client judge if that freelancer is Worth their time and money rather than spending a lot more with an experienced one.
